Urges the Board of Naturopathic Medicine to adopt administrative rules under Act 22, Special Session Laws of Hawaii 2009, to allow licensed naturopathic physicians to perform parenteral therapy (subcutaneous, intramuscular, and intravenous injections).

Directs the Board to establish education and training requirements for parenteral therapy and create standards for administering these treatments, as mandated by Act 22.

Requests the Board immediately grandfather all naturopathic physicians licensed prior to January 1, 2010, allowing them to perform injections and prescribe injectable naturopathic formulary substances while administrative rules are being finalized.

Notes that the Board's current naturopathic formulary prohibits injectable administration unless specifically authorized by administrative rules, which do not currently exist, effectively prohibiting the practice.

Requires certified copies of the resolution be transmitted to the Board of Naturopathic Medicine and the Director of Commerce and Consumer Affairs.
