Requests the Hawai'i Capital Cultural Coalition provide a status report on development of the management plan for the proposed Hawai'i Capital National Heritage Area designation.

Requires the report to address concerns raised by residential property owners during 2009 legislative hearings and document current outreach efforts to area stakeholders.

Directs the Coalition to evaluate feasibility of reducing the National Heritage Area boundaries to the Capitol District area bounded by Richards Street, Queen Emma Street, Vineyard Boulevard, Ward Avenue, and Nimitz Highway.

Requires analysis of including mandatory notification and opt-in/opt-out provisions in federal legislation to protect private property owner rights within the National Heritage Area.

Report due July 1, 2010, with copies distributed to Hawaii's congressional delegation, state and county legislators, relevant neighborhood board chairs, and affected community association leaders.
