Requests the Legislative Reference Bureau to study and compare the cost effectiveness of the Hawaii Public Employees Health Fund, the Employer-Union Health Benefits Trust Fund (EUTF), and a hybrid plan proposed in S.B. No. 2849 from the 2010 Regular Session

Directs the Legislative Reference Bureau to provide a recommendation on which plan would be most cost effective for government workers currently covered by the EUTF

Requires the Legislative Reference Bureau to report its findings and recommendations to the Legislature no later than twenty days before the convening of the 2011 Regular Session

Addresses rising health benefit costs under the EUTF that have created financial hardships for beneficiaries and their families

Directs certified copies of the resolution to be transmitted to the Employer-Union Health Benefits Trust Fund Board, the Legislative Reference Bureau Director, and the Office of Collective Bargaining
