Requests the Legislative Reference Bureau to conduct a cost-benefit study with the Department of Transportation on maximizing leasing income from airport and harbor space through retail leasing agents.

Study must examine how airport and harbor space is currently being leased and identify existing resources, costs, personnel, and marketing dedicated to leasing operations.

Study must estimate costs and savings if the leasing function were contracted to outside leasing agents instead of being handled internally by the Department of Transportation.

Study shall not include the broader issue of privatization in government operations.

Legislative Reference Bureau must report findings and recommendations to the Legislature no later than twenty days before the convening of the Regular Session of 2011.
