Requests the Legislative Reference Bureau to conduct a study, in cooperation with the Department of Transportation, to develop metrics for measuring transportation expenditures by units such as vehicle miles and tonnage.

Directs the study to determine whether Oahu's subsidization of airport, harbor, and highway projects for Hawaii, Maui, and Kauai counties results from an objective process or political negotiation.

Requires the Legislative Reference Bureau to report findings and recommendations to the Legislature no later than twenty days before the 2011 Regular Session convening.

Responds to recommendations from a Department of Transportation/Transportation Subcommittee that originated from the Task Force on Reinventing Government established in 2009.
