State Procurement Office or a working group is requested to conduct a feasibility study on whether to centralize complex procurement services for state agencies through a fee-for-service or alternative funding mechanism.

Feasibility study must compare costs, personnel requirements, and time needed to prepare complex procurement documentation when conducted by agency staff versus by the State Procurement Office.

If centralization is found feasible, the study should determine whether a fee-for-service funding model is recommended and propose the appropriate fee amount.

If fee-for-service is not feasible, alternative funding mechanisms must be recommended, such as collection of a percentage of special fund receipts or pro rata share of administrative expenses.

State Procurement Office or working group must report findings and recommendations to the Legislature no later than twenty days before the 2011 Regular Session convenes.
