Requests establishment of a joint government and private sector Human Resources Task Force to study simplification of Hawaii's job classification system, which currently contains 1,700 classifications.

Task Force directed to study development of a more flexible job classification system, review compensation levels across classifications, examine the Department of Human Resources Development's role and authority relative to line departments, and establish best practice benchmarks.

Task Force shall comprise external and internal practitioners with broad knowledge of job evaluation and historical understanding of state government operations.

Task Force must submit recommendations and proposed legislation to the Legislature no later than twenty days before the 2011 Regular Session convenes.

Resolution responds to prior recommendations from the Task Force on Reinventing Government's Human Resources Subcommittee, which identified redundancy and unclear roles between the central human resources agency and line departments as sources of inefficiency.
