Requests the Department of Land and Natural Resources to study state land assets and natural resources to determine their utilization and potential for revenue generation.

Requires identification and inventory of state land assets and natural resources, with projections of real maintenance costs.

Directs recommendations on allocating operating and capital funds to sustain resources, including using government assets to support land and natural resources management.

Calls for recommendations requiring private development or businesses benefiting from public natural or cultural resources to dedicate financial or other support for maintenance costs.

Requires a report with recommendations and potential legislation no later than twenty days prior to the Regular Session of 2011.
