Urges the Department of Labor and Industrial Relations (DLIR) to meet or exceed OSHA benchmark staffing levels for Health Compliance Officers, Safety Compliance Officers, Safety Consultants, Health Consultants, Compliance Assistants, and other required positions.

Requests the DLIR conduct a feasibility study on implementing a construction safety and health program in Hawaii similar to California's program, which allows trained private individuals to identify potential safety violations on construction sites.

Notes that current DLIR staffing levels are below OSHA benchmarks and that continued staffing reductions jeopardize Hawaii workers' safety.

Requires the DLIR to report to the Legislature on its progress toward meeting OSHA benchmarks and on the feasibility of a construction safety and health program no later than twenty days before the 2011 Regular Session convenes.

Directs certified copies be transmitted to the Governor, DLIR Director, Director of Health, Director of Finance, Director of Human Resources Development, and the Hawaii Occupational and Safety Health Division Advisory Committee chairperson.
