Requests the Department of Transportation to conduct a study in conjunction with the Honolulu Department of Transportation Services on morning traffic congestion at the Meheula Parkway merge onto H2 Freeway southbound, specifically affecting Mililani Mauka residents

Study must identify causes of congestion and solutions, including consideration of implementing "no left turn" signs during morning peak traffic hours from Meheula Parkway going northbound toward Wahiawa

Requires the Department of Transportation to schedule and hold community informational briefings during the course of the study

Department of Transportation must report findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2011
