Requests the Department of Public Safety and Hawaii Paroling Authority to identify up to 500 non-violent inmates by October 1, 2010 for day reporting centers and/or 24/7 GPS electronic monitoring.

Directs DPS to develop a plan to expand the Expanded Work Furlough Program and establish day reporting centers at Oahu Community Correctional Center and Halawa Correctional Facility.

Requests DPS to research and implement early release programs based on successful models in other jurisdictions to reduce inmate incarceration costs.

Requires DPS to collaborate with churches and non-profit organizations to provide assistance with inmate reintegration and reentry services.

Mandates DPS and Hawaii Paroling Authority submit a report by October 1, 2010 including data on parole revocations, eligible inmates, furlough expansion plans, day reporting center feasibility, early release programs, and community reintegration strategies.
