S.R. NO. 78 - Parimutuel Wagering on Horse Racing Task Force

• Requests the Director of Commerce and Consumer Affairs to convene a 7-member task force to examine establishment of parimutuel wagering for horse racing in Hawaii, including proposed legislation and draft regulatory scheme.

• Task force members should have expertise in equitation, horse racing operations, accounting, agriculture, commerce, computer science, corporate management, economics, finance, law, law enforcement, tourism, marketing, or the parimutuel industry.

• Director of Commerce and Consumer Affairs to appoint task force members based on candidate lists submitted by the Department of Business, Economic Development, and Tourism, Governor, Senate President, and House Speaker.

• Task force members serve on a voluntary basis with no state-funded compensation; members assume all costs associated with participation.

• Director must submit task force findings, recommendations, proposed legislation, and draft regulatory scheme to the Legislature no later than 20 days before the 2011 Regular Session convenes.
