Encourages the United States and State of Hawaii to conduct cultural, educational, and sports exchanges with North Korea, citing historical Korean immigration to Hawaii and the precedent of the New York Philharmonic's 2009 performance in North Korea.

Proposes collaboration between Hawaii institutions including the University of Hawaii, Spark M. Matsunaga Institute for Peace and Conflict Resolution, East-West Center, and State Foundation on Culture and the Arts to facilitate these exchanges.

Argues that such exchanges promote mutual understanding, showcase each nation's talents and training methods, and may encourage North Korea to reconsider its isolationist policies and pursue peaceful relations with South Korea.

References North Korea's 2002 economic reforms permitting foreign investment and private capitalism, as well as the 2000 and 2007 joint declarations by North and South Korea pledging peaceful reunification.

Directs certified copies be transmitted to the President, Secretary of State, Hawaii's congressional delegation, Governor, and heads of relevant educational and cultural institutions.
