Request that the Historic Preservation Division of the Department of Land and Natural Resources establish a lo'i (taro paddy) on the grounds of the State Capitol.

Direct the Historic Preservation Division to work with native Hawaiian preservation and education groups, including Onipa'a Na Hui Kalo and Oahu Hawaiian immersion and charter schools, to establish and maintain the lo'i.

Require securing funds from private donations for materials and allow Onipa'a Na Hui Kalo to provide labor for establishment and maintenance.

Require the Historic Preservation Division to submit a progress report to the Legislature no later than twenty days before the 2011 Regular Session convenes.

Designate kalo (taro) as Hawaii's official state plant, recognizing its sacred significance and central importance to Hawaiian genealogy, culture, and food traditions.
