Establishes an election by mail program as the principal voting method for all federal, state, and county primary and special primary elections in Hawaii.

Requires county clerks to mail ballot packages to registered voters 14-29 days before elections, with packages containing official ballots, pre-paid return envelopes, secrecy envelopes, and instructions.

Allows voters to return completed ballots by U.S. Postal Service or by depositing them at designated precinct locations on or before election day; maintains at least one walk-in voting location per representative district on primary election day.

Establishes procedures for replacement ballots, ballot counting beginning 7 days before elections, and signature verification on return identification envelopes by county clerks.

Appropriates unspecified sums for fiscal years 2011-2012 and 2012-2013 to implement and administer the election by mail program; effective date January 7, 2050.
