Expands Chapter 138 to cover all enhanced 911 services beyond wireless, including Interconnected Voice over Internet Protocol (VoIP) services, landline services, and data communications services like text messaging.

Increases the Enhanced 911 Board from 11 to 13 voting members and adds representatives from VoIP service providers and the public utility providing landline enhanced 911 services.

Maintains the monthly enhanced 911 surcharge at 66 cents per communications service connection, with the same exemptions for government entities and prepaid connections, and adds exemption for the public utility providing landline services.

Allocates fund disbursements as two-thirds to public safety answering points for equipment and training costs and one-third to communications service providers for cost recovery, capped at one-third of each provider's contribution.

Effective July 1, 2011, and requires the board to submit annual reports to the legislature on surcharge collections, disbursements, fund balance, and the status of enhanced 911 capabilities statewide.
