Appropriates $980,808.39 from general revenues for fiscal year 2010-2011 to satisfy judgments and settlements against various state departments, including Education ($445,816.32), Health Systems Corporation ($18,851.12), Public Safety ($149,500.00), Health ($325,000.00), Human Services ($20,929.57), and Land and Natural Resources ($18,000.00).

Appropriates $1,165,000.00 from the state highway fund for settlements involving the Department of Transportation, Highways Division, including Labinia v. State of Hawaii ($900,000.00), Requelman v. State of Hawaii ($230,000.00), and Barba v. State of Hawaii ($35,000.00).

Requires attorney general approval before any claim payments can be made through comptroller checks.

Limits interest payments on judgments to the period from judgment date to thirty days after the Act's effective date, pursuant to Hawaii Revised Statutes section 662-8.

Unexpended balances lapse on June 30, 2012; Act takes effect July 1, 2030.
