Amends section 480-14 to clarify that the State and its political subdivisions can sue for antitrust violations affecting their business or property, whether damages are direct or indirect.

Removes references to counties as separate entities with independent antitrust suit authority, consolidating such authority under the State.

Authorizes the Attorney General to bring class actions on behalf of indirect purchasers and consumers for unfair or deceptive practices under antitrust law.

Entitles the prevailing State or its agencies to recover threefold actual damages, attorney's fees, and court costs, plus reasonable distribution expenses in indirect purchaser class actions.

Amends section 480-21 to specify that criminal antitrust actions must be brought in the circuit where the defendant resides or does business, while civil actions may be brought in any appropriate court.
