Expands the definition of "other state" in child support enforcement statutes to include federally recognized Indian tribes operating under Title IV-D and foreign countries with reciprocal child support arrangements.

Authorizes Hawaii to provide child support enforcement services to and receive services from tribal Title IV-D agencies and reciprocal foreign jurisdictions.

Makes technical corrections to child support enforcement procedures, including clarifying that liens can be enforced by any state or Title IV-D agency and updating income withholding request language.

Ensures child support case registry records include employer names, addresses, and telephone numbers as standardized data elements.

Takes effect on July 1, 2011.
