Creates a new felony offense for disseminating material that is pornographic for minors over the Internet or by electronic communication directly to a specific individual known or believed to be a minor.

Transmission of pornographic material in listservs or chatrooms is excluded from this offense unless directed specifically to an individual known or believed to be a minor.

Amends the definition of "pornographic for minors" to include a requirement that material be patently offensive to prevailing community standards regarding what is suitable for minors.

Modifies the offense of promoting pornography for minors to clarify that it applies when disseminating material to a minor known to be or believed to be under eighteen years of age.

Adds the offense of promoting child abuse in the third degree to the list of Class C felonies that may be charged by written information.
