Amends Hawaii Revised Statutes Section 338-18(b) to add law enforcement officers as persons with direct and tangible interest in vital statistics records.

Allows law enforcement officers defined under Section 710-1000(13) to access vital statistics records as evidence in criminal investigations.

Requires requesting law enforcement officers to provide identification and submit a signed statement under penalty of criminal prosecution for false swearing certifying: officer status, official capacity, and that records are needed for a criminal investigation.

Takes effect upon approval.
