Department of Transportation must adopt rules for registration and issuance of electric vehicle license plates pursuant to chapter 91.

Electric vehicles displaying license plates are exempt from parking fees charged by governmental entities and may park in metered spaces without payment for up to 2.5 hours or the maximum meter time, whichever is longer.

Parking facilities with 100 or more public spaces must designate at least 1% of spaces exclusively for electric vehicles by July 1, 2012, with at least one space equipped with an electric vehicle charging system.

Electric vehicle charging system must meet SAE J1772 AC Level 2 standards, comply with National Electrical Code article 625, and deliver electricity from an external source to electric vehicles.

Non-electric vehicles parked in electric vehicle spaces will receive a warning beginning January 1, 2013; exemption for electric vehicles does not apply at electric vehicle charging stations.
