HI HB1017

Expands the renewable energy facility siting process to include biofuel production facilities and distribution infrastructure with capacity to produce or distribute 100,000 gallons or more of biofuel annually (previously required 1 million gallons minimum).

Allows smaller-scale biofuel pilot projects to participate in the streamlined permitting process, which coordinates state and county agencies and aims to complete permit processing within twelve months after environmental impact statements are finalized.

Includes biofuel distribution infrastructure as an eligible facility type under the siting process to help the state build the necessary transportation and storage infrastructure for biofuels.

Maintains existing requirements that facilities be located in Hawaii and that associated infrastructure including transmission lines, on-site buildings, and employee accommodations may be included as part of the renewable energy facility designation.

Effective July 1, 2030.
