Revises the boundaries of the Aloha Tower complex to simplify the description, focusing on the waterfront area between Pier 4 and Pier 11 instead of the previous detailed tax map references.

Reduces the Aloha Tower Development Corporation (ATDC) board from seven voting members to three voting members: the director of business, economic development, and tourism; the director of transportation; and the deputy director of transportation, harbors division.

Moves ATDC administrative oversight from the Department of Business, Economic Development, and Tourism to the Department of Transportation.

Repeals Section 206J-5.5, which previously established the Harbors Modernization Group and its jurisdiction over commercial harbor projects statewide.

Lapses any remaining unencumbered and unexpended balance in the Aloha Tower Fund as of June 30, 2011, to the Harbor Special Fund for ATDC operating expenses; effective July 1, 2011.
