Directs the energy resources coordinator to establish a government-industry consortium to develop and demonstrate renewable energy technologies, including space solar power, integrated solar energy systems, and green fuel generation.

Consortium shall leverage expertise from Hawaii universities and aerospace industries, seek federal and private funding, support small business ventures in renewable energy, and develop advanced curricula at the University of Hawaii.

Consortium shall include participation from the Department of Business, Economic Development, and Tourism; University of Hawaii; federal agencies (Department of Energy, NASA, NSF, Office of Naval Research, DARPA); and international energy experts from companies and universities.

Appropriates $1,000,000 for fiscal year 2011-2012 and $2,000,000 for fiscal year 2012-2013 to the Department of Business, Economic Development, and Tourism for consortium operations.

Requires the energy resources coordinator to submit annual progress reports to the legislature prior to each regular session and takes effect July 1, 2011.
