Appropriates $16,847,076 in general funds for fiscal year 2010-2011 to make health care premium payments for collective bargaining units 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, and 13 through the Hawaii employer-union health benefits trust fund.

Allocates $8,119,044 of the above amount specifically to the department of education, including the Hawaii state public library system.

Appropriates an additional $1,248,090 in general funds for the same fiscal year to cover health care premium costs for state officers and employees excluded from collective bargaining who belong to the same compensation plans.

Designates $257,402 of the non-bargaining unit appropriation for the department of education and Hawaii state public library system.

Requires any unexpended or unencumbered funds to lapse as of June 30, 2011, and takes effect upon approval.
