Provides discretion to the governor or director of transportation to grant rent relief to airport concessionaires lacking self-adjusting lease formulas as of March 31, 2011, addressing economic hardship from the Japan tsunami.

Extends the sunset date of Act 33, Special Session Laws of Hawaii 2009, from July 1, 2011 to July 1, 2013 to allow continued relief authority for airport concessionaires.

Increases the rental motor vehicle surcharge tax from $2 to $7.50 per day, with the period from September 1, 1999 to August 31, 2011 changed to after June 30, 2012, at which point the tax becomes $3 per day.

Directs $4.50 per day of rental motor vehicle surcharge tax collected to be deposited into the general fund rather than the state highway fund through June 30, 2012.

Suspends rental motor vehicle customer facility charges under section 261-7(h), HRS, with sections 4 and 5 of the Act repealing on June 30, 2012, restoring prior statutory provisions.
