Allows schools developing academic and financial plans greater stability and predictability by ensuring constant funding allocations over a two-year period.

Modifies Hawaii Revised Statutes Section 302A-1303.5 to require the committee to review the weighted student formula at least biennially rather than annually.

Updates Hawaii Revised Statutes Section 302A-1303.6 to require the board of education to adopt the weighted student formula biennially every odd-numbered year instead of annually.

Takes effect on July 1, 2011.
