Repeals the requirement for the Hawaii Department of Education to administer norm-referenced tests in grades 3 through 8 and one high school grade in reading and mathematics.

Eliminates the mandate to use nationally normed tests as part of the statewide assessment program that was previously required by the federal No Child Left Behind Act.

Maintains the board of education's authority to establish statewide performance standards and assessment methods based on educational needs and goals.

Reflects Hawaii's adoption of Common Core State Standards and participation in the SMARTER Balanced Assessment Consortium, which will provide comparable achievement standards across member states.
