Relocates the Chief Information Officer position from the Office of the Governor to the Department of Accounting and General Services, while maintaining direct reporting to the governor.

Authorizes the Chief Information Officer to employ persons exempt from Hawaii Revised Statutes chapters 76 and 89 (civil service and public employee collective bargaining laws).

Designates three percent of all moneys collected from special funds pursuant to section 36-27, Hawaii Revised Statutes, to be deposited into the Shared Services Technology Special Fund, generating approximately $1,200,000 annually.

Transfers administration of the Shared Services Technology Special Fund from the Department of Budget and Finance to the Department of Accounting and General Services.

Appropriates $1,200,000 for fiscal years 2011-2012 and 2012-2013 from the Shared Services Technology Special Fund to support the Chief Information Officer's operations, staff employment and training, and related activities.
