Increases liquor gallonage tax rates effective July 1, 2011, including distilled spirits from $5.98 to $8.97 per wine gallon, sparkling wine from $2.12 to $3.18, still wine from $1.38 to $2.07, cooler beverages from $0.85 to $1.28, beer from $0.93 to $1.40 per wine gallon, and draft beer from $0.54 to $0.81 per wine gallon.

Establishes a new "Sugary Beverage Healthy Hawaii Fee" of 10 cents per container for beverages 12 fluid ounces or less and 25 cents for containers larger than 12 fluid ounces, beginning July 1, 2011.

Defines "sugary beverage" as sodas, juices, and other non-alcoholic beverages with more than a specified percentage of sugar, excluding milk, milk products, nutritional supplements, and infant formula.

Requires deposit beverage distributors to pay the sugary beverage fee monthly to the Department of Health, with amounts collected paid into the general fund rather than the deposit container special fund.

Prohibits counties from imposing additional assessments or fees on deposit beverage containers for the same or similar purposes.
