Updates section 587A-28 to require departments to file motions to terminate parental rights within 60 days when aggravated circumstances are present, unless documented compelling reasons exist that it is not in the child's best interest.

Revises section 587A-30 to clarify periodic review hearing schedules, requiring hearings every 6 months for children in permanent custody and allowing courts to terminate jurisdiction when parents can provide safe homes without service plan assistance.

Changes language throughout sections 587A-31, 587A-33, and 587A-34 from "set the matter for a termination of parental rights hearing" to "terminate parental rights" and clarifies custody continuation requirements during trial home placements.
