Appropriates $11,523,511 in general funds for fiscal year 2010-2011 to HMS211 (cash support for families self-sufficiency) to provide cash assistance to approximately 9,849 families with dependent children.

Appropriates $47,322,170 in general funds for fiscal year 2010-2011 to HMS903 (general support for self-sufficiency services) for work program services and maintenance of effort contracts.

Declares a critical funding emergency exists for the fiscal period July 1, 2010 through June 30, 2011 due to projected depletion of appropriated funds by the third quarter.

Addresses funding shortfall for temporary assistance for needy families programs (federally-funded and state-funded) and work activities required by federal law to maintain federal funding.

Takes effect upon approval and is recommended by the governor for immediate passage as an emergency appropriation under Hawaii Constitution Article VII, Section 9.
