Amends Hawaii Revised Statutes Section 704-411 to establish a maximum one-year timeframe for conditional release orders when a defendant is acquitted on grounds of physical or mental disease, disorder, or defect and was charged with a petty misdemeanor, misdemeanor, or violation.

Requires courts to base post-acquittal conditional release decisions on medical or psychological evidence from trial or separate hearing, with conditions deemed necessary by the court.

Maintains existing provisions for commitment to the director of health's custody or discharge, while clarifying that conditional release for petty misdemeanor, misdemeanor, or violation charges cannot exceed one year.

Takes effect July 1, 2011.
