Amends Hawaii Revised Statutes Section 383-123 to authorize use of moneys from a 2009 special transfer under Section 903(g) of the Social Security Act for unemployment insurance program administrative expenses.

Adds new subsection (d) clarifying that funds from the 2009 special transfer are used solely for paying administrative expenses of the unemployment compensation chapter.

Makes technical corrections to existing statutory language, including replacing "[section]" with "Section" and updating word choices like "which" to "that" and "utilized" to "used."

Allows administrative expenses to be paid from the special 2009 transfer without requiring the specific appropriation conditions and two-year obligation limits that normally apply to Section 903 transfers.

Takes effect upon approval.
