Adds "Commission" definition to Hawaii Revised Statutes Section 173A-2, defining it as the legacy land conservation commission.

Allows the chairperson of the natural area reserves system commission to designate a representative from that commission to serve as an ex officio voting member of the legacy land conservation commission, rather than requiring the chairperson to serve directly.

Authorizes the nine members of the legacy land conservation commission to elect their own chairperson, removing the requirement that the commission be chaired by the natural area reserves system commission chairperson.

Maintains commission composition requirements of four members with scientific qualifications, one environmental organization member, one land conservation organization member, one agricultural association member, and one member knowledgeable about native Hawaiian culture.

Takes effect upon approval.
