Establishes the Conservation and Resources Enforcement Special Fund within the Department of Land and Natural Resources to be administered by the department.

Fund receives deposits from grants, donations, fees, penalties, and reimbursements related to enforcement of Title 12, Chapters 6D, 6E, and 6K of Hawaii Revised Statutes, plus interest income and legislative appropriations.

Fund moneys may be used for training, research, equipment, public information, data collection, information technology, safety, communications, management, travel, repairs, planning, education, operations, consultant contracts, and cooperative enforcement work.

Fund balance carries forward to the next fiscal year rather than reverting to the general treasury.

Appropriates $250,000 from the fund for fiscal year 2011-2012 to cover expenses for enforcing natural, cultural, and historic resources protection laws; effective July 1, 2011.
