Establishes a Lieutenant Governor Special Fund in the state treasury to receive revenues from name change fees, apostille and certification fees, and copy fees.

Authorizes the lieutenant governor to charge fees of $10 for apostilles or certifications, 50 cents per page for photostat copies, and other charges as prescribed for additional acts and duties.

Deposits all fees collected into the Lieutenant Governor Special Fund for administration and operation of lieutenant governor functions.

Appropriates $80,000 from general revenues for fiscal year 2011-2012 to establish the fund and hire necessary staff, with an equivalent appropriation from the special fund itself for the same purpose.

Takes effect on July 1, 2011.
