Adds seven new hallucinogenic substances to Hawaii's Schedule I controlled substances list, including mephedrone, methylenedioxypyrovalerone (MDPV), and synthetic cannabinoids (JWH-018, JWH-073, HU-210, CP 47,497, and cannabicyclohexanol).

Adds one new opiate (4-anilino-N-phenethyl-4-piperidine or ANPP) to the Schedule II controlled substances list.

Adds three new anabolic steroids (desoxymethyltestosterone, 19-nor-4,9(10)-androstadienedione, and boldione) to the Schedule III controlled substances list.

Modifies prescription reporting requirements to allow the designated state agency to determine acceptable reporting methods instead of specifying universal claim form, and extends this requirement to out-of-state pharmacies.

Increases the registration certificate fee for medical marijuana qualifying patients from $25 to $35 and clarifies certain procedural language regarding patient registration and physician certification.
