Separates the reentry intake service center divisions into two distinct entities: reentry services and intake service centers within the Department of Public Safety.

Assigns intake service centers to screen, evaluate, and classify admissions to community correctional centers, with each center located in a community correctional center in each county.

Assigns reentry services to coordinate the successful reentry of offenders back into the community, with staff located in all correctional facilities and a Statewide Reentry Coordinator at headquarters.

Requires reentry services to work with county, state, and federal organizations and collaborate with the Hawaii paroling authority, furlough programs, corrections program services division, and health care division.

Prohibits the Department of Public Safety from receiving additional funding to implement this Act.
