Changes Hawaii's commercial driver licensing statutes to align alcohol concentration limits with current federal regulations under 49 Code of Federal Regulations Sections 383.51(b) and 392.5(a)(2).

Replaces the measurement standard "per cent or more by weight" with "0.04 or more grams of alcohol per two hundred ten liters of breath or 0.04 or more grams of alcohol per one hundred milliliters or cubic centimeters of blood" for commercial motor vehicle drivers.

Updates the definition of "driving a commercial motor vehicle while under the influence of an intoxicant" in HRS 286-231 to use the new breath and blood measurement standards.

Amends HRS 286-240, 286-242, and 286-243 to apply the revised alcohol concentration measurements to disqualification periods, out-of-service orders, and hearing procedures for commercial driver violations.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
