H.B. 1094 - Commercial Driver Licensing

• Adds definitions for "commercial driver's license downgrade" and "commercial driver's license information system driver record" to align with federal regulations.

• Requires examiner of drivers to verify medical certification status of drivers self-certifying as non-excepted interstate operators as of January 30, 2012, and post information to the federal commercial driver's license information system.

• Replaces restriction code "V" with "W" to restrict drivers from interstate commerce, and adds new "V" code to indicate medical variance information exists in the driver record.

• Establishes procedures for marking drivers as "not-certified" and initiating license downgrades beginning January 30, 2012 when medical certification expires or is rescinded, with completion required within 60 days.

• Requires examiner to maintain medical examiner certificate information in driver records for three years and post specific medical certificate details to the commercial driver's license information system within ten calendar days.
