Amends Hawaii Revised Statutes Section 286-110 to include mopeds alongside motor scooters and motorcycles in instruction permit operating rules.

Requires instruction permit holders operating a moped, motor scooter, or motorcycle to be accompanied by a licensed driver age 21 or older who sits in a passenger seat beside the permit holder.

Mandates that permit holders under 18 years old driving between 11:00 p.m. and 5:00 a.m. must be accompanied by a parent or guardian (unless emancipated) who is licensed for the same vehicle category.

Prohibits temporary instruction permit holders from operating a moped, motor scooter, or motorcycle during hours of darkness or carrying any passengers.

Takes effect January 7, 2059.
