Defines "after market motorcycle frame" as a frame manufactured to replace an original motorcycle frame that was certified compliant with federal safety standards, or a homemade motorcycle frame built as a hobby.

Allows county directors of finance to register motorcycles with after market frames using the frame manufacturer's vehicle identification number, the certification label number, or a number assigned by the county director.

Requires bills of sale and manufacturers statements of origin for the frame, engine, and transmission to be presented and retained in permanent registration records for motorcycles with after market frames.

Prohibits registration of motor vehicles or devices unless certified by the manufacturer to comply with applicable federal motor vehicle safety standards, with exceptions for special interest vehicles, reconstructed vehicles, and motorcycles with after market frames.

Takes effect January 7, 2059.
