Amends Hawaii Revised Statutes Section 103D-309(c) to allow utility companies to share costs in contracts involving relocation and undergrounding of utility facilities in state highway right-of-way.

Permits utilities to contribute supplemental funds toward contract costs through a legal agreement (utility agreement, memorandum of understanding, or memorandum of agreement) executed prior to the state or county contract.

Requires any legal agreement to include a specific description of the utility's payment share and terms, allow for progress or final payments based on actual project costs, and hold the State, county, or utility responsible for additional costs caused by late payment.

Allows the State or county to certify sufficient funds for the utility's portion of the contract price if the utility's legal obligation is adequate, without jeopardizing federal, state, or county funds.

Takes effect July 1, 2112.
