Increases the annual vehicle registration fee from $25 to $45 for all vehicles and motor vehicles in Hawaii, including antique motor vehicles.

Adjusts the allocation of registration fees so that $40 (instead of $20) is deposited into the state highway fund and $5 continues to be deposited into the emergency medical services special fund.

Restricts use of collected registration fees so they can only be used for purposes specified in Hawaii Revised Statutes §248-9 and §321-234, and prohibits transfers to the General Fund or other funds except as allowed under §248-9(3).

Maintains the requirement that counties collect the state registration fee together with county vehicle registration fees on a staggered basis and transfer collected moneys to the State.
