Authorizes members of the Hawaii Army and Air National Guard who have received approved training and authorization from their commanders to use electric guns when assisting civil authorities in disaster relief, civil defense, or law enforcement functions.

Adds a new section to Chapter 121 of Hawaii Revised Statutes defining "training" as manufacturer-approved instruction or courses provided or authorized by the manufacturer, or training programs approved by the Army or Air National Guard prior to deployment.

Amends Section 134-16 of Hawaii Revised Statutes to add National Guard members to the list of entities exempt from restrictions on electric gun use, alongside law enforcement officers and conservation officers.

Requires the Army and Air National Guard to maintain records of all electric guns in their custody and control, documenting every instance of usage in the same manner as firearm discharge records, and submit annual reports to the legislature no later than twenty days before each regular session.

Takes effect on July 1, 2011, with the stated purpose of supporting security for the Asia-Pacific Economic Cooperation Leaders Meeting scheduled for November 2011 in Honolulu.
