Authorizes issuance of temporary licenses to solemnize marriages to any individual with prior written consent of both persons being married.

Person performing solemnization using a temporary license must fulfill all provisions of section 572-13.

Makes identical provision for temporary licenses to solemnize civil unions, requiring prior written consent of both persons and compliance with applicable statutory provisions.

Clarifies that authorized persons may receive compensation for performing solemnizations under both permanent and temporary licenses.
