Authorizes the Director of Commerce and Consumer Affairs to designate access organizations to oversee public, educational, and governmental (PEG) access channels on cable television systems.

Requires written application or proposal and public hearings on each island within the franchise area before designation, with opportunity for public input and intervention.

Establishes criteria for director consideration including applicant qualifications, financial responsibility, technical ability, public need, diversity of viewpoints, and free speech protections.

Requires annual management and financial audits of designated access organizations and grants the cable advisory committee advisory role on designation decisions.

Takes effect July 1, 2011, with automatic repeal on June 30, 2014, unless reenacted by the legislature.
