Upgrades unlicensed performance of veterinary procedures on pet animals from a misdemeanor to a class C felony when done intentionally or knowingly.

Maintains existing misdemeanor penalties (fine not exceeding $500, imprisonment not more than six months, or both) for other violations of unlicensed veterinary practice.

Clarifies that ear cropping and tail docking exemptions from animal cruelty laws apply only when performed by a licensed veterinarian.

Authorizes court to declare all tools, implements, appliances, medicine, and drugs used by unlicensed veterinary practitioners as forfeited to the State.

Effective date: January 7, 2059.
